Dear Napthali,
Those who lived before Christ had a chance to respond to the Gospel when Jesus descended to Sheol and preached to them. Since the resurrection, it's been the duty of the Church to see to it that all people have an opportunity to hear and respond to the Gospel.
As for recinarnation: it's condemned by the Church!
